SPLM State Leadership

State-level Party leadership is organized in the SPLM Constitution through the State Congress, the State Liberation Council, the State Secretariat, and the State Chairperson and other state officers.

The SPLM organises leadership at state level through the State Congress, State Liberation Council, State Secretariat, and the State Chairperson, Deputy Chairperson, and State Secretary. Together they connect national policy to counties, payams, and grassroots members.

The State Chairperson heads the Party in the state, chairs the State Congress and State Liberation Council, and is the SPLM nominee in national elections for governor. With the Deputy Chairperson and State Secretary, he or she coordinates how policies and programmes reach local structures and how members are engaged across the state.

State Congress

The State Congress is the highest political organ of the SPLM in the state. Delegates are drawn from county congresses and affiliated bodies, with guaranteed representation for women, youth, veterans, and people with special needs. The Congress reviews progress, adopts state-level policy direction, elects the State Chairperson and deputy, elects members of the State Liberation Council, and selects delegates to the National Convention.

State Liberation Council

The State Liberation Council leads the Party in the state between congresses. It elects the State Secretary, oversees the State Secretariat, approves the state budget, monitors implementation of Congress resolutions, and represents the SPLM at state level in relations with other institutions and political actors.

State Secretariat

The State Secretariat runs day-to-day Party work in the state under the State Secretary. It initiates plans for Council approval, implements decisions of higher organs, manages state-level resources, reports to the State Chairperson and Council, and coordinates county secretariats and state leagues.

State Chairperson

The State Chairperson presides over state organs, ensures that policies reach members and communities, supervises state structures, and represents the SPLM in state-level leadership.

Deputy and Secretary

The Deputy Chairperson supports the Chairperson and acts in his or her absence. The State Secretary is the chief administrative officer in the state and secretary to the Congress and Liberation Council.
