SPLM Manifesto of Liberation

The SPLM Manifesto is the Movement's published statement of political ideals, history, vision, mission, core values, and strategic objectives. It explains how the Party defines development beyond infrastructure: as a culture of freedom, good governance, transparency, and accountability, with space for youth and girls to thrive and for entrepreneurship to lift the quality of life of every citizen.

Foreword and today's task

The Manifesto honours the martyrs, wounded heroes and heroines, widows, orphans, and all who sacrificed for liberation. Independence opened a new phase: building a modern state that lifts citizens from poverty, strengthens services, and secures opportunity for every community.

Vision

The SPLM vision is a free, peaceful, and prosperous South Sudan founded on a just, fair, secular, democratic system where all citizens share in national affairs regardless of race, religion, culture, ethnicity, or gender. Development and democracy are inseparable: the state exists to strengthen every person's ability to participate in and benefit from economic, political, and social life.

Mission

The SPLM mission is to bring about democratic transformation by restructuring power so that political and economic authority rests with the people. The strategy is to unite South Sudanese, uphold human rights and the rule of law, and turn the ideals of the liberation struggle into lasting peace, freedom, justice, equality, unity, prosperity, and progress.

Core values

The Manifesto reaffirms justice, liberty, and prosperity and develops them through equality, freedom, unity in diversity, prosperity for all, and measurable progress toward full empowerment after independence.

Strategic directions

Strategic objectives include multiparty democracy under a secular constitution, separation of powers, judicial independence, freedom of faith, peace and security as foundations for development, decentralisation, investment in education and health, and fair engagement with the global economy.

Democracy and rule of law

Peaceful transfer of power through elections, protection of minorities, and sound local governance that strengthens national unity.

Knowledge and economy

Stewardship of national wealth, investment in infrastructure, science, and technology, and a knowledge economy that serves all citizens.
