The Constitution of the Sudan People's Liberation Movement (2008, amended 2016) is the Party's fundamental law. It defines the SPLM's identity, principles, aims, structures, and rules of internal governance.
The Constitution sets out the SPLM's vision, mission, and guiding principles; membership and codes of conduct; and the organs of the Party from the National Convention through to state, county, payam, and boma structures. It also governs leadership, elections, finances, and discipline within the Movement.
The SPLM is a democratic, mass political movement open to the people of South Sudan without discrimination. Its policies are decided through democratic organs, leadership is accountable to members, and the Party stands against tribalism, exclusion, and ethnic chauvinism while promoting gender equality, free expression, and political pluralism within its ranks.
At national level the Constitution provides for the National Convention, National Liberation Council, Political Bureau, and National Secretariat. At state and local levels it defines corresponding congresses, liberation councils, secretariats, and elected chairpersons who connect Party work from Juba to the grassroots.
