Counties and Payams Structures

South Sudan is organised from the state level through counties, payams, and on to boma-level links with communities. The SPLM maintains Party structures at county and payam levels so the Movement can recruit and organise members, pass on guidance from state and national leadership, and support practical follow-through in every part of a state.

County and payam structures handle mobilisation, meetings, internal communication, and routine reporting. They connect local Party work upward to state structures and outward to citizens, so counties and payams remain tied into the same national network described for the wider SPLM.

Through these structures, the SPLM aims to keep grassroots members engaged, ease dialogue between leaders and communities, and reflect local priorities in the Party's work on peace, development, and participation in national life.
