The SPLM Resource Mobilization Committee, formally the SPLM Election Resource Mobilization Committee, is the body of the National Secretariat charged with raising the money, materials and logistical support the Movement needs for its reorganisation, its internal elections, the Third National Convention and the December 2026 general elections. It is chaired by Hon. Cde. Lam Tungwar and works under the administrative authority of the National Secretariat, led by Secretary General Cde. Dr. Akol Paul Kordit.
Self-reliance, the SPLM way
The committee rests on a principle as old as the Movement itself. When the SPLM began the liberation struggle, ordinary South Sudanese sustained the revolution through patriotism alone. Across every cattle camp and boma, families gave their cows, sorghum, yams, chickens and produce to feed the frontline cadres and, most sacredly of all, gave their sons and daughters to secure the nation's liberty.
Having delivered freedom and independence, the SPLM is now called to the next phase of its mandate: lasting peace and shared prosperity. In the words of the Secretary General, the Movement “proudly relies on its homegrown business community to fund party activities, strengthen internal capacity, and drive national growth”, and the same spirit of self-reliance must now carry its democratic journey.
Mandate
As set out by the Secretary General, the committee exists to:
- Mobilize resources to fund SPLM activities across the national, state, county and payam levels of the Party.
- Finance internal democracy: the Congresses, primaries and the Third National Convention that renew the Party's leadership and strengthen its grassroots structures.
- Sensitise the membership about the upcoming general elections.
- Reinstate the SPLM's founding principles and the ideals of the liberation in every boma, payam, county, village and office, “to make it all Red Red.”
- Resource the election campaign so that the Party and its flag bearer, Cde. Salva Kiir Mayardit, go into the December 2026 elections fully prepared.
The committee's mandate is strictly limited to resource mobilization. All spending is left to the SPLM as the designated spending agency. Cash and in-kind contributions are organised under the National Secretariat for transparency, accountability and disciplined allocation.
What the committee does
Reaches every supporter
The committee mobilises support from the SPLM's own members and friends: the SPLM Business Community and business cell, the SPLM Business Women Community, the Chamber of Commerce, youth leaders, the Women's League, and SPLM cadres abroad. It focuses its outreach on the areas that hold the Party's core support, so that mobilisation reaches the grassroots directly.
Collects cash and in-kind support
Contributions come as money, goods and logistics. Supporters have donated cars, motorbikes and electronic devices for county-level mobility, with more vehicle support on the way, alongside other forms of help.
Takes the campaign beyond Juba
The committee is travelling across South Sudan and engaging supporters abroad to mobilise financial and political support. This serves the Party's wider shift away from what the Secretary General calls “hotel-based politics” in Juba toward people-centred politics rooted in communities. “We want to assure our members and cadres that the power is going back to the people of South Sudan,” Dr. Kordit said.
