National Liberation Council

The NLC is the Party's second highest organ after the National Convention. It guides the SPLM between conventions and elects the Political Bureau and the Secretary General and deputies.

What the NLC is

The National Liberation Council is the SPLM's second-highest decision-making organ after the National Convention. It leads the Movement between conventions and links national leadership to the Party's wider membership and structures.

Composition

The NLC has up to 200 members drawn from national leadership, state delegations, syndicated organisations, the Veterans League, international chapters, and representatives of minorities and disadvantaged groups. Women and youth leagues have guaranteed representation within the Council.

Role

The Council elects the Political Bureau and the Secretary General, oversees implementation of Convention policies and resolutions, approves the Party budget, and supervises the work of the Political Bureau. It also represents the SPLM in relations with other associations, institutions, and political parties, and serves as an appellate body on membership matters.

Meetings

The NLC meets in regular and extraordinary sessions as required. Decisions are taken collectively, with voting by consensus where possible and by ballot when necessary.

Place in Party life

Together with the National Convention and Political Bureau, the NLC forms the core of the SPLM's national policy and leadership framework.
